Zoë has advised both private and public sector clients for the past 20 years on a range of infrastructure and real estate transactions across healthcare, education, transport and local government. She has also worked globally, advising on several international PPP schemes.
Zoë led the financial advice to the Welsh Government on the development of its Mutual Investment Model (MIM) and throughout all three individual MIM schemes (the A465, Velindre Cancer Centre and the 21st Century Schools programme).
